Vodacom custom care bad service

How is it that Vodacom custom care changes their tune one consultant to another. They are now dragging their feet in repaying money owing to me. I sent off Pop last week and this week they say its still pending, they just doing their own thing by allocating money and not repaying it into my account as requested and acknowledged by the consultant.. Extremely bad service...
