Vodacom continues charging OOB rates

I recently installed whatsapp on my father's phone and bought him some 1GB of whatsapp data too so that I could avoid his airtime being consumed, since I know that this is an issue with Vodacom. I am really upset that in less than 24 hours, R100 of his airtime has disappeared just because he turned on his mobile data, despite having whatsapp data and not using his phone to search the internet. This is ridiculous and my father is elderly and does not use the internet, yet for some reason because I turned on his data so that he can receive whatsapp using his whatsapp bundle, he has been charged R100! Please somebody tell me what is going on and why this is not compliant with the new OOB laws?
