Vodacom CANNOT provide network service

We as a complex in Sasolburg battle now for many years about the poor network service in our area and all Vodacom tells you they wait for approval for a site to erect a system. Vodacom made a statement in Beeld last week that they will now install temporary systems during holiday periods where their is a high demand of services during this periods. Why can Vodacom not installing the same system in our area until a site has been approved. We had to go out of our area to make calls and it take for ever to surf the net, if there is a signal. We pay every month for a service that Vodacom cannot provide, this is bridge of contract.
