Vodacom Can sign on your behalf without any confirmation?

I ordered a phone from Vodacom online, but there was something wrong on their sid so I got phoned and gave my details to ensure I can get the new contract. Contract was approved and I was told to await a phone call confirming the order. The phone call came and I told the person to call at a later time. Person phoned again once again I was busy as I am infront of clients the whole day and I kindly asked him to Phone the following day. The call never came... 2 Days after speaking to this person and telling him to phone me the following day, the package arrives at my door. I send it back obviously as I know I have not accepted any terms yet. I call Vodacom in order to sort out this mess. The agent tells me because I sent back the phone my contract is declined and I have to apply from the start again. I see this as unacceptable that some person can call me and claim that I accepted the offer when I clearly did not. This means Vodacom can sign for a debit order on my behalf at any time as clearly they do not need my confirmation.
