Vodacom bullying elderly people to upgrade

My parents are elderly. They were bul**** into taking an upgrade. They told the consultant numerous times they do not want a new phone. The consultant said it was mandatory to take a phone with a contract upgrade. This increased what they were paying by around R200 a month. My mother specifically asked that the information of the package be emailed to her first before she agrees. She has not received any paperwork from Vodacom 4 days later. She continuously gets updates about the status of their order and that the delivery is on its way. How can a package be shipped if she did not agree until she saw the paperwork? This is prying and bullying of elderly people and unacceptable! Please urgently investigate and stop this order - ***
