Very bad customer service

I lost my phone on the 1st of March and immediately called Vodacom customer care to blacklist the phone. Later that evening, someone brought the phone to my house. I then called Vodacom customer care to unblacklist my phone. They sent me a form that I completed and returned to them on the 3rd of March. Two days later, I followed up but received no assistance. I then visited the Vodacom branch at the Grove Mall. A guy named Billy Coulson helped me. He was very kind and asked me to switch the phone off for 2 days, which I did. However, when I switched it back on, it still wasn't working. I went back to him on the 11th of April, and he said he would resend the documents. He instructed me to switch my phone off for 2 days again. I switched it off yesterday, but it's still not working. Please, I need help
