UPGRADE GONE WRONG - PUTRID

Good day, We upgraded to a refurbed phone which Vodacom has an offer to upgrade too. But now the phone is totally not working. Instagram and Whats App, the applications does not want to download. We took to Tygervalley franchise Vodacom store and they confirmed because they are a franchise we must pay R300. This suggestion to take a store was from the aftersales dept. The franchise store confirmed that latest iOS is updated on the iPhone SE 2020. I changed the insurance to cover the phone when I called this morning they say becauase of non usage they did not change it yet. I said we cannot use can the phone is activated but we cannot do NOTHING with the phone. HOW CAN VODACOM OFFER THIS ON UPGRADES IF THEY KNOW IT IS FAULTY ETC - THIS IS THE WORSE SERVICE AND I HAVE BEEN LOYAL SINCE 2008. We bought another sim just to check but still nothing and we took the sim out again. CAN SOMEBODY PLEASE HELP RESOLVE THIS WORSE UPGRADES ISSUE.
