Unblacklisting department does not exist

Vodacom blacklisted my device 43 days ago and I've been trying to get them to unblacklist it without any success. After visiting the Canal Walk store I was told that I needed to complete a form, include my proof of purchase, a copy of my ID and an affidavit from the local police station; all to confirm that my device was not ******. All of this documentation was sent by email to the address on the form, which is ********** but I'm yet to get a reply after sending it about 50 times over the last four weeks. In addition, nothing has been done to get my device back onto the Vodacom network over this period. When I went back to the Canal Walk branch, the manager suggested that I should buy a new device, but after spending +R12,000 on a new device seven months ago, I'm certainly not going to do this. He also told me that there is no way that they can tell why Vodacom decided to blacklist my device in the first place. I've now also been to the Table Bay Vodacom shop, who have sent the documentation to the blacklisting department from their system on several occasions, but still nothing has been done to resolve the matter. The call centre are equally unhelpful, as all they can tell me is that sometimes it takes longer than 48 hours to resolve these matters. And while all of this keeps going on, Vodacom are still debiting my bank account for my monthly contract fee for a service that they are not providing to me.
