Trying to activate voicemail is a pointless affair

I wish to make a complaint against Vodacom. I have been trying numerous times to create a voice mail box on my cell number without any success. Every time I dial the number I am told that my voice mail will be created in about 24 hours and that I will receive a sms. This has happened numerous times and the last time I had a functioning voice mail box has been well over a year. I am now simply fed up with this service and must conclude that the is obviously something wrong with Vodacom's network in my case.
