Tablet contact cancelled

I have app**** for a new Samsung Galaxy Tab S4 contract. Contract was approved, waited a month. When I went to fetch it, I was informed that I first must get a cell phone contract before I can get the tablet. This is ridiculous, because I was not informed beforehand when I app**** for the tablet... I don't see the difference ... a contract is a contract. Now I must wait for MTN to get a contract for the S4 tablet.
