Still no upgrade after a month and a half

I have been trying to do an upgrade since 14 August. I am on the old system'. Left a review on 26 Aug then my querie was with the Hello Peter team. Someone called me once and promised he will see the upgrade through. Never heard of him again.. when I call customer care I'm told my querie already with the Hello Peter Team. I receive a Your Ticket was closed sms every few days. I need to upgrade now,
