Still no delivery

I upgraded my cell phone account in March 2016 (process took forever). Handset was promised to be delivered within 3 working days. Still nothing. When I phoned in to enquire, I was told that I would have to do the whole process again. I was told that a Vodacom would contact me back - still no contact...
