*****sters welcome on the networks

Why is it so easy for ****mers to open new cell phone accounts and cell phone numbers and send messages to you along the lines of "your points are about expire", or "we have a parcel to deliver, but you need to pay Rx" or, "we have detected possible ***** on your account, please log on to ..." or your cell phone number has won a prize in the ... lottery" with a website to log on to, designed to reveal your banking details and empty your account. Is there no vetting system under FICA for new subscribers with a requirement to produce valid ID's and proof of addresses, or is it just about the more customers the better, regardless of whether they are ********s. When these ********s are pointed out to Voadacom, is any action ever taken against them by Vodacom or the police or are they just switched off, to register again with another number on another network?
