*****ing my money

the City of Joburg had a contract with vodacom as the service provider. The contract was a split bill contract meaning when you reach the limit the city gives you, you as the user will pay the difference. My part of the contract was i pay R100.00 a month to vodacom but from December vodacom was taking more money from my account. I lost that phone and called vodacom to blacklist the gadget and block the sim, unfortunately they claim they only blocked the gadget and continued taking money from my account. I made our administrator aware of that who instructed them to refund me back and debit the main account. to date i haven't received my money back. the person i was communicating with Matsa Jeme told me i can't communicate with them directly but there is no explanation when am i getting my money and he/she claims they owe me R400 when infact they took almost R1800.00. Can hello peter please help me
