Staff lying to customers

My husband locked himself out of his phone a couple of months ago. He needed a security pin to unlock it which he did not know. We went to the Vodashop in Golden Walk (Germiston) to get help and the guy told us he had to wipe the whole phone in order to unlock it and charged us about R150.00.

My husband unfortunately did the same thing again this weekend but this time went to the vodashop in Greenstone Mall. They did not wipe out his phone or charge him any money.

So this is one of two scenarios:
1. Vodashop Golden Walk employees are lying and *****ing from customers or
2. Vodashop Golden Walk employees are not adequately trained

I would love to know which one it is...please advise.
