Slow Internet Speeds Stop throttling US

I am current locked into a 24 month Home Network with vodacom... The Issue I have is that 8 of 10 time I don't have a stable connection and the signal keep dropping and I experience that dreadful loading wheel when watching a movie. I pay every month to have this service available to at what was signed for at present I am luck to get through watching a movie without it being throttled... I do regular speed test but this don't help either.. can I just have access to what I am paying for. The Vodacom sim in my fone tends to work better then my home internet
