Slow data speeds

For the last month I've had extremely slow data speeds. I'm the region of 0.01 mbps to just shy of 1 mbps. My call was logged on the 18th January and when I followed up, I was told it's with the network guys and all I can do is wait for them to resolve it.

I live in Gelvandale, Port Elizabeth and the nearest cell tower is Algoa Park, but from what I can tell is that I'm routed to another tower somewhere else. Ran a few speed tests with three sim in my phone and in my router and every result is basically identical. Tried both the Vodacom - internet and the lte.vodacom.co.za apn's with no improvement. Speeds are also the same whether I'm on 3G / HSDPA or LTE.
