Skynet or Vodacom robbing customers.

I placed an online order, Vodacom delivered using Skynet.. the driver came with my package but because of proof of add, he couldn't give me the package, the next day he returned as I had to sign a cancellation form of some sort.. I did another deal with vodacom Clearwater, 4 days later I got there thinking I am collecting my device only to find that the is a recent line activation (Skynet package) my question was who and why is the line activated if I didn't not receive the simcard? Who from Skynet signed and kept my simcard? Between Vodacom and Skynet someone is trying to rob the other and I have to pay as the customer, So my question to Vodacom is do customers pay now for online deals that do not receive but miraculously are activated???
