Simple Question...How do I roll over data, have you started providing this service?

Online chat hopeless, had a chat with a consultant named Thabile, he/she called closed the chat without even answering my question.

I just have a simple question, as you now required under legislation to roll over data, has this come to effect and how can I as a Vodcacom customer do it?
