Sim swop not Activating

I did an upgrade on my cellphone and Data stick and had to do a SIM swap on both. I got the contracts on 07/04/2016. The SIM's have not been activated and when I went back to our vodacom branch they said that there is an issue with all the new SIMs and the problem is with Vodacoms main office, they have had 16 complaints from other people who also did SIM swaps that are also not activated yet.
