Sim card not activated since September

I did a contract upgrade on the 9th of September 2024. Two phones what delivered which were Huawei Nova. I was supposed to receive one SIM card for the other phone as it was an upgrade and I was advised that it would get R80 airtime every month. The phone were delivered with the SIM card but the SIM card is not working it does not have network. I tried to contact vodacom on several times but I've been taken from pillar to post. No consultant is willing to help me I've spoken to the upgrade department and they sent me to the after sales department who could not assist as well. Call recordings have been pulled out and put on my query and I've even given them the person who did the upgrade for me his name was Nkululeko Zuke. I've been sent to the retentions department customer service department but no one can assist. To date there has not been a resolution to my query and yet I am supposed to always pay my contract. The reference number I have been given was: EC-1U7T-2IADNZ The service I've been getting from vodacom is appalling to say the least and for a fact that no one knows what to do is even worse. I have spoken to more than 10 consultants and no one seems to know who should sort it out because I've been sent from pillar to post. I was supposed to get the airtime from October to date there is nothing. Can someone please assist?
