Request for unnecessary documentation

I app**** for WiFi router contract. Supp**** a 3 months bank statement, passport & work permit showing employer & period of employment. They requested employment contract. I asked why & what they want which is not on the submitted documents. Nobody could say exactly what & why they wanted from the employment contract except that no employment contract no router! They say permit is not enough!
