REFUSES TO SEND TERMS AND CONDITIONS

I received a phone call yesterday from a consultant who wanted to sell me a wifi router on behalf of Vodacom. After much debate I decided to take the router, but requested that they provide me with the terms and conditions before I accept. They insisted they must read it to me and it will take 10 minutes. I then requested that they rather send it to me via e-mail so I can read through it as I know they are going to read it very quickly, so I might miss something. They then agreed to send it to me. After a few hours, I then sent an e-mail reminding them to please send the terms and conditions. Needless to say, they still have not sent it. It makes it highly suspicious. Why would a company not want you to read through the terms and conditions before you buy something????!!!
