Refuse to cancel contract even though my Dad has dementia and parkinsons desease

We have been trying for the past few months to cancel my Dad's cell phone contract because he is 84 and has been diagnosed with dementia and Parkinsons. He does not even know his own name or his own family, he is in frail care and cannot leave, Vodacom insists that in order to cancel the contract, they must see him. We have provided Vodacom with a Dr's certificate but that's not enough, they want him to travel to their head office and then do the cancellation himself. He can not walk, let alone talk, but Vodacom have no problem debiting his account. This is just not fair and I would like to take this matter to the Ombudsman and get a full refund of his debits for the past year. Come on Vodacom, preying on the vulnerable and elderly?
