Refusal of help from vodacom

I received a new phone on Friday and I have been having problems with the phone. I went back the same day and they laughed and said I must charge the phone. I have been to the store 3 times since and they do not want to exchange the phone for a new one. They say it needs to be sent into for repairs if it persists. He also said that he wont be able to give me a loan phone. What happened to the OBF policy that I signed for? My phone Is off at the moment and I cant seem to get the phone on or get it charged. There is no response AT all.
