Recycled Number That is Still Active Given with New Contract

Unbeknown to us, Vodacom gave us a recycled number with a new cellphone contract. We got the SIM card to give to our teenage daughter for her phone. However, she is now getting endless calls and messages, including WhatsApps from strangers who are looking for the number's previous owner. This is not acceptable business practice and it is not safe for a teenage girl to be getting calls and messages from strangers who now have "her" number.
