Quick to double debit, uncapable of refunding

On the 1st of this month of September my account was double debited from Vodacom.

I then phoned in on the 1st 2-3 hours after being debited and after staying on the line speaking and being put on hold for 23min I was told that because I did an upgrade the system now under 1 number debited 2 contracts, my old contract that expired + the upgraded contract amount.

I was then told that I will receive an sms with a ref number and 2 days later will be refunded with the double debit amount that I wasnt supposed to pay for. I then just wanted to confirm the amount when I was placed on hold again for another 8min (just to confirm an amount that will be refunded) and then the call got cut....

It is today the 14th 2 weeks later and nothing has happened. No sms, no refund, no contact, nothing!

I then phoned in again this morning and went through the whooole thing again, after 30 min this time I was told that according to the system my April debit did not go through and therefor I was double debited. That is bull I even confirmed it on my bank statement!! Every month it went through! Now after 30+ min they want to transfer me to another person in another department??? I am so so so disgused with Vodacom. Utterly useless million rand systems or very *********** people working there that needs training instead of year end bonuses!

Can someone please sort this out!
