Promotions . Still waiting (Dat store Tyger valley)

So 4 weeks ago I upgraded my contract at the VODACOM data store in tygervalley it was a promotion with a sony z5 compact and a PS4 1TB. I was told the console would take 7 - 10 days to arrive . I am now sitting on day 24. No one at the store wants to take responsibility and no one can give me an ETA. This after dealing with the 2IC . I have contacted them 4 times in this period and never have they gotten back. How do you promote these contracts and do not have the stock to support . but the sales is made ... thats what counts . you get you 24 months... surely I can complain to ICASA or consumer council about this.
