Promoting theft

Hello,<br> I own a second hand goods store. Two phones were ****** out of the shop. I have been trying to blacklist these phones with an IMEI number, but to no avail. Vodacom needs a cell phone number. To claim from Insurance I need a police case number. To get a police case number I need an ITC number. Vodacom cannot or doesnt want to help.
