problem with upgrade phone

Rozanne Foulds went to Vodacom Shop in Riversquare shopping centre on Sunday 01 March 2015 to upgrade my contract.
I asked for a Sony Experia Z3 handset.
I started using the phone's interface and realised that the touch screen on the phone is problematic. I took the phone back and asked if I could get a device in working order. I was advised that they won't be replacing the phone and that the phone will be send off for repairs.???

Now here is my concern...
Is Vodacom in business to sell broken/problematic devices to customers and then have them wait for it to be repaired (turnaround time is anything between 7 & 14 Days)
In this period it is expected from me to still honour payment for the device and the contract without having any device, to at least use the sim card.
It is totally unacceptable to have any company in South Africa selling products( new or second hand) to clients that are not in a working order and refuse to exchange when the problem is mentioned to them..
Awaiting your response in anticipation.
Regards,
Rozanne Foulds
