preventing utilisation of free minutes

I have recently upgraded to the Smart L package. I specifically decided on this package because it would enable me to disconnect my Telkom line, since the package gives me 250 free minutes. I was told by the Vodacom consultant that I would be able to carry over unused minutes for one month. I was happy with that. To my utmost shock, I discovered that although Vodacom does carry over the unused minutes, one only has access to it after using up the new month's minutes. In practice, that means (a) that one can only carry over minutes every second month. and (b) that the minutes that have been paid for, cannot be utilised unless the new minutes are used. The same principle applies to unused data.

I find this totally unacceptable. How can one be prevented to access something that has been paid for? The client is being penalised for using previously unused, carried over minutes. I have taken this up with the executive liasion officer and was contacted on 6/7/2016 by a very disinterested consultant (unfortunately he did not provide his name) and told that this is the way it works. I then sent an email to the CEO of Vodacom on the same day (6/7/2016) , but I have not received any response to date.

I have been a loyal client of Vodacom since 1998 and really expected Vodacom to honour its obligations.
