Porting "Lock"... What is this?

I recently ported to Vodacom from another provider hoping to make use of the Wi-Fi Calling facility that is supported by my handset. But upon porting and activation of my sim card, to no surprise, it doesn't work, even though it is activated on my handset, with Vodacom Firmware (Hauwei Mate 10 Pro), with up to date software updated. Visting the Swellendam branch of Vodacom, I wasn't helped much as no-one had an idea of what I was trying to explain. I live in an outlying area that doesn't have great cell service, but with excellent Wi-Fi service at home. So I decided to port to Cell C, which I know supports this service and that we have another sim card from them, and the service works.

Now the absolute BS that came up today from the other provider is as follow below:

Our Porting Department has advised as per below: "The number won’t be able to port to Cell C currently, reason being it is still under port lock time of two months with Vodacom."

This means that Vodacom will not be releasing your number until the two months has been served.

I would like Vodacom to release my phone number from this so called "lock" and allow me to port to a network that can provide me with decent service in their stores and who supports a service that actually works.

I've been struggling my ass off to phone 135 and actually get through to a consultant, but I am in loops of menu choices, and if you don't make a choice, you are disconnected. There is no option to press to speak to an agent.

I am not willing to be stuck with a network provider for two months if they can not activate Wi-Fi Calling on my sim card, and even worse, having to deal with a store that doesn't know what I'm talking about.
