Poor service and clueless behavior

I went in vodacom westgate store to purhase 2gigs of data for a Wi Fi rooter which was explained to me is R99 as it is cheaper to by for a wi fi than a cellphone, i paid R99 and was explained that it will reflect directly on the wi fi rooter, after few hours later i still never get the data, i called vodacom customer care and they confirmed that no data was loaded, they advised me to go back to the store the next day and sort it out, i did go and spoke to the assistant manager by the name of Jose, he promised to qery vodacom and get back to me as they are only just a franchise, its been 5 days and he never even tried to contact me. I called him again and again he made empty promises,. I explained that he rather just refund my money but he said he cant until vodacom gets back to him. Help needed
