Poor fiber service, and forcing me to pay for services not rendered.

I requested my fiber line to be relocated on the 9 of February. By the 9th of March it was still not done with the message being that "they should make an appointment that week for installation", but was then also told that I must allow for a calendar month after that for the line to be active. In other words I would be paying for fiber for the whole of February and March without actually having that service. I then decided to cancel the order as I was not happy to pay for services that were not rendered, only to be told that I would still have to pay because of the cancellation period, meaning that I am paying for February, March and April, even though they are not providing any internet. I am now trying to change to another provider but they cannot process the order because of the "in flight order" from the line that was cancelled. I do not understand how it could take this long to cancel a line that was never even active on their part. I do not know if it is being done out of spite or if this is just the level of service delivery that they offer. I currently have all my cellphone accounts with Vodacom but will definitely be moving every one of them as they expire to another service provider.
