Phone without a sim

Well I took out a new contract with Vodacom, received 2 phones and only 1 sim card. I called them to let them know and the response was that they are sorry, I should buy a new sim card and they will give me 1 gig of data for free to make up for this- very well then. I race to the stores and buy a sim card, today I give them a call and they tell me "you should have bought a contract sim"- Now how was I to know know it was suppose to be a contract sim? This is a new contract, why was I not informed exactly what needed to be done- why was the whole procedure not communicated to me. Now i'm running around trying to find a sim card that i was supposed to have received on Thursday and the nearest store is offline. So basically how far must I travel to get this contract sim card and who's incurring the travel cost.
