phone no use as it doesnt call out on emergency numbers

I have had the phone for ten days its of no use to me as I only wanted it for emergency services however on phoning thru to emergency services water the phone tells me "subscriber you have dialed cannot be reached from this number from the area you are calling from:" I get the same response from electricity number and when I phone Telkom faults it tells me "Ive reached my call limits" WHAT ?????? I haven't even used the phone I want this phone cancelled with only the penalties for the amount I have used and one months contract this is of absolutely no use to me
