Pensioner doesn't qualify for ANY contract

My grandmother has been a customer of Vodacom for years. She upgraded her contract to one they had on special which included a Samsung J5 handset.

She was approved for the contract but stock of the phone was only expected in a week. It is now over a month there is still no stock. Furthermore, she received a call today informing her that unfortunately she does not qualify for ANY phone on ANY contract with them.

I've never heard of anyone being rejected like this. Even people with bad debt somehow manage to procure a phone contract but somehow a pensioner who receives her monthly pension and has a perfectly good credit score is not worthy of Vodacom's services.
