PAYPAL OTP'S BEING BLOCKED BY VODACOM.

I cannot get my OTP when trying to log in. Paypal say it's Vodacom and they are working on it but it's been over a week and I still can't access my PayPal. Please urgently advise how to resolve this as this is not great collaboration from Vodacom to PayPal not Vodacom clients.
