paying without having the use of my phone

I would like to say that Vodacom has the worst service when it comes to service delivery i took in my phone on the 11 November 2014 and i only got it back the 24 of March 2015 and in that time Vodacom still took every month their payment even though the phone was in thier possession for that time period which is actually ******* because you can't charge someone for a service that you have not provided for it is a against the Customer Protection Act of 2009 and i feel that I should take this matter to ICASA because i do have a case to stand on
