Paying for services that I haven't used in months after my phone was ******

My contracted cell phone was ****** last year September, and after reporting this, I requested a SIM swap. I was informed that because my account was in arrears by a month, I was unable to do this, to which I said I would sort it out the following month. I was unable to and requested my contract to be put on hold, which it wasn't, and I was still receiving monthly statements until January this year, with a total amount owing of R7000+ (arrears plus monthly billing up until January even though I was not using any of the services I now had to pay for!!). Everything went quiet and I assumed my account was finally put on hold. No communication from Vodacom since until 2 days ago when I received an SMS stating "Valued Customer, your services are due for immediate deactivation, call ********** to set up a payment arrangement of R19300.31"!!!!! R19 000!?!?!? For services I haven't used since October last year!?!?!?!?
