Paying for a tablet and data and have not received any data for 2 months!

I bought an Alcatel Plus tablet 2 months ago on a 24month contract. I have paid 2 subscriptions to date as well as the admin fee to activate the account. Since then I have phoned the customer service line numerous times, went into different Vodacom stores and no one has been able to help me get the 500MB monthly data I am suppose to get with my contract. Everytime I get a different story and call centre agents (or managers) promising to phone me back but never do. I have wasted so much of my time going back and forth trying to sort this out. I have not used the tablet since as it is useless to me without data. I am basically paying for something which does not work. My cellphone contract is due for an upgrade and I receive numerous phone calls from Vodacom asking me to upgrade!! Why would I though? If this matter is not resolved before the 10th March 2017 I will be contacting the Ombadsman. Vodacom will not take the tablet back but I am expected to keep paying?? Cell C is looking like a very attractive choice to transfer my number to.

Vodacom will be refunding me for all the debit orders I've paid on this tablet as it has been useless thus far.
