Paying for a NON EXISTANT phone

On the 13th of July 2016 I took in my mobile phone for repairs as it wouldn’t charge at the Vodacom store at Menlyn Mall and I received a Reference or Job Number ********** 8. The mobile phone that I handed in is insured and on the 22nd I received a call from Jaco Grobler explaining that the phone will be repaired and is covered by insurance, and that I was liable for the excess upon receipt, then I was instructed to fill in a form, which I did and emailed to the gentlemen.
On the 27th of July I received a text for collection, when I arrived I requested that we check if the mobile was indeed fixed and to my dismay it wasn’t charging and the phone was taken back.
It is now the 16th of August and I have not received any communication about the phone, as it stands I am paying for a phone that I am not in possession of and I am also paying for insurance. So can VODACOM please advice what it expects me to do?
