PAYING FOR A DEVICE THAT CANNOT BE USED

In September 2015, I upgraded my Vodacom contract. I received a Samsung galaxy tab 7.
I am issued data every month, however I am unable to use the device as it refuses to start up or switch on.

Upon sending this device to the Vodacom repairs centre Sandton, I was issued with a quotation for the repairs on the device which I refuse to pay as the device is under warranty.

I would like to be informed on the reason the repair centre failed to fulfill my request . If Vodacom can point out in my contract why this particular repair is omitted from my warranty, I will be happy to pay for the repairs, alternatively I would like the device repaired under the warranty as per terms and conditions signed upon upgrading the contract.
