Passing the buck and no one takes responsibility

I have a Vodacom fiber line and there was a disruption to my service. They sent technicians to my place and I had to take time off work to have this resolved. The technician they sent said he fixed the issue but that the solution was temporary and that I would get a call to get an appointment for a permanent fix. For over a week I got no communication. I called Vodacom and waited on the phone for 15 minutes only to be told that Vodacom was not the people that were responsible for fixing my line. They also told me that they couldn’t give me the details of who to call. So what is supposed to happen, Vodacom? I buy the service from you and you won’t attend to the problem and you can’t give me someone to call to fix the issue. What now?
