Out of stock for months?

I got the talkband b2 huawei p8 lite vodacom deal from Vodacom Shop at Forest Hill vodacom at end of July 2015. I got the phone only as they said they will be receiving stock of the talkband b2 soon. I currently still waiting and after numerous times going back to the store and phone calls, speaking to the manager and consultants - this is my last option now. The staff at the vodacom store said they will keep me up to date which they have not done. How can vodacom advertise a special and not have stock? The deal is currently still available and being advertised
