Out of bundle data consumption

I have a prepaid Vodacom account.
I make use of Data bundles for occasional Internet connectivity when I do not have access to Wifi.
When my data bundle runs out, billing starts to occur at a ridiculous Out of Bundle (OOB) rate of R2 per Megabyte.
This rate has not changed in ages, whilst cost of high volume data has dropped significantly over the last 10 years.
It does not appear that I have an option anywhere to disable OOB data consumption.
I have researched on the Internet and OOB is an issue that has been raised multiple times.
Sometimes I receive SMS's advising that my data is running low, other times not. When messages are received, often they seem to be delayed or too late to prevent OOB data consumption.
I think that it is irresponsible of Vodacom to not allow OOB to be disabled in order that Subscribers can have better control over the consumption of airtime.
If the facility does exist, then it should be activated by default in order to protect the consumer i.e. OOB should be an opt-in feature.
If this facility does not exist, I think it would be a good idea to start a petition in order to encourage Vodacom to consider adding this commercially responsible feature.
