One month from query, no solution or feedback

According to my data contract bill, I was charged for sms's sent to an international number. I query this and told its my fault and responsibility. Told to pay for itemised billing which I then do.

I eventually identify the number and query this with Vodacom. I get told a query is logged with the billing department and I will be given feedback in 48-72 hours.

Days pass no response. I email for feedback. I get told that for ***** reasons, provide bank details.

Days pass after sending details, no response. Again email Vodacom and their response is, billing department still busy, we will let you know.

Days pass again no response. Again email Vodacom and told for ***** reasons, provide account/tariff plan details. Details sent, Vodacom reponse: your case is currently closed because we can't contact you via cell phone.

So for the past 31 days I have been charged for itemised billing and international sms's and no one has been able to stop the sms's or tell me whats going on? 6 eService people later, each failing to read the previous email thread and still not getting any further, if anything, I took a step backward after a month. How can I escalate this to someone competent?
