Not allowed to transfer contract to my name

Yesterday I attempted to change ownership of a contract to my name from my step-dads. I completed a contract application and got told that it was declined. I was told the reason was that I had an unresolved issue with the legal department. I contacted legal department and they cleared and updated my profile as there was an issue on it about 3-4 years ago. They advised no amounts are in arrears and the account is settled and is no longer with legal. I also received a letter saying so.

They then said I can proceed with the application. When I tried again the same day the application was declined, this time because my application had been declined once before and was told to wait 90 days! I called Legal again this morning as was advised I can apply for an account without this problem. Not true.

I app**** at a different store and they told me I have to wait 90 days to make the change! So I'm being made to run around in circles! I have all the documentation completed but I'm tired of wasting my time at your branches. I need confirmation and a proper guarantee that when I go to change ownership to my name, it won't be declined due to this 90 day rule.
