No software repair without hardware repair!

I have an Iphone 4 that has software problems. It has since the problem started unfortunately also obtained damage to the cover on the back, \screen"cracked:. Now Vodacom will not even look at the software problem without charging me for the repairs to the cover.....The damage to the cover has nothing to do with the software problem.....I am happy to keep using it as is"
