No Signal but Can't Cancel Contract

I have, today, 2 November 2016, been advised by Vodacom that despite the fact that Vodacom cannot provide adequate coverage (by that I mean can't make a call) at my home in Constantia Cape Town, my office in Westlake Cape Town or for most places between these destinations, Vodacom is more than happy keep taking my monthly subscriptions for services I cannot use.

More than that, after being a loyal customer for well over a decade and after years of paying for connectivity that’s rarely available, I cannot cancel my contract early without paying a penalty! (That I first reported problems 2 years ago is not a mitigating factor.) And then here’s the part that really tells, after being put on hold for 28 minutes, I was finally advised that even if I want to cancel and accept the penalty, I cannot do so between the 28th of a month and the 4th of the following month because Vodacom cannot process cancellations because they are too busy!

Surely Vodacom cannot accept money for services it does deliver. Surely, if it continues to report staggering profits, it is obliged to find the right balance between investing in infrastructure and accepting new subscribers. Surely, it cannot begin to think that the time I have wasted, that the opportunities I have lost and the frustration caused to me, my family and friends and my clients cannot be adequately compensated for by the SMS delivery of 2 free Vodacom to Vodacom minutes I have received in the last 3 months.
